What Is Asbestos Management?
Asbestos management is the process of finding, assessing and controlling asbestos-containing materials in a building. It is not just about removal. In many cases, materials are left in place and monitored over time.
The law requires duty holders of non-domestic buildings built before 2000 to have a plan in place. That plan must be based on a proper survey carried out by a qualified professional.
Without one, you are operating outside the Control of Asbestos Regulations 2012. That is a legal exposure, not just an admin gap.
Why Oxford Buildings Carry Real Asbestos Risk
Oxford has a significant stock of pre-2000 commercial and institutional buildings. University annexes, converted offices around the Cowley Road corridor, industrial units near the ring road, and older civic buildings all fall under the scope of the regulations.
Many of these properties have changed hands, been subdivided or refurbished over the years. Asbestos-containing materials that were once documented may no longer be tracked. New duty holders often inherit a problem they do not know exists.
HSQE Consultancy works with building owners and facilities managers across Oxford to establish exactly what is present, where it is, and what needs to happen next.

Three Reasons Oxford Duty Holders Act Now
Legal Duty Is Already Active If your building was built before 2000 and is non-domestic, the obligation to manage asbestos is live right now. Waiting for a trigger event is not a compliant approach.
Refurbishment Can Expose Hidden Materials Older Oxford properties are frequently upgraded or repurposed. Any structural or fitting work risks disturbing asbestos that has never been formally identified.
Surveys Protect You Before Problems Start A UKAS-accredited survey gives you documented evidence of condition, location and risk. That evidence is your defence if anything is ever questioned.

Further Guidance on Asbestos Management
Professional asbestos management is about far more than regulatory box-ticking. When done well, it significantly enhances building safety, informs better decision-making and gives organisations confidence that their duty of care is being properly discharged. From locating hazardous materials to meeting statutory obligations under UK law, a robust management framework empowers organisations to protect the people who use their buildings and create safer, more resilient environments for the long term.

Frequently Asked Questions about Asbestos Management
If it was built or refurbished before 2000, there is a realistic chance asbestos-containing materials are present somewhere in the structure.
The duty holder, which is typically the building owner, landlord or facilities manager with control over the premises, carries the legal responsibility.
It is the primary UK legislation that requires duty holders to identify, assess and actively manage asbestos in non-domestic buildings built before 2000.
It is a non-intrusive inspection used to locate asbestos-containing materials that could be disturbed during normal building use, and it is the baseline requirement for most premises.
It must be carried out before any structural, fit-out or demolition work begins, and it is more intrusive than a standard management survey.
It is a survey carried out by a body independently assessed against ISO/IEC 17020, which is the standard the HSE recommends for all asbestos surveys.
It depends on the size and complexity of the building, but most standard commercial premises can be surveyed within a single day.
A management survey is designed to be minimally disruptive and can usually be carried out whilst the building is in normal use.
Not necessarily. If materials are in good condition and not at risk of disturbance, they are often managed in place rather than removed.
It is a document that records the location, type, condition and risk level of all identified asbestos-containing materials in a building.
It should be reviewed at least annually, or sooner if the condition of materials changes or works are planned that could affect identified areas.
Work must stop immediately in the affected area, the material should be treated as asbestos until confirmed otherwise, and a specialist should be contacted to assess the situation.
The HSE strongly recommends using a UKAS-accredited inspection body, and most insurers and principal contractors will require it.
Previous reports should be reviewed as part of any new survey, but they cannot substitute for a current assessment if materials or conditions have changed.
