WHAT DOES IT INVOLVE
Our surveyors inspect your building from top to bottom. Every accessible area is checked. Materials suspected of containing asbestos are identified, assessed, and where needed, sampled and sent to an accredited laboratory for testing.
Here is what the process covers:
- Full walkthrough of all accessible areas including roof voids, plant rooms and service ducts
- Identification of suspected asbestos-containing materials throughout the building
- Laboratory analysis of samples taken from suspect materials
- Condition rating and risk scoring for every identified material
- Production of a detailed asbestos register with floor plans and locations clearly marked
- A management plan setting out actions, responsibilities and review dates
- Reinspection surveys to monitor known materials at agreed intervals
- Refurbishment and Demolition surveys for any building work or structural changes
The Refurbishment and Demolition survey is a fully intrusive assessment. It is a legal requirement before any demolition or significant refurbishment begins. Work cannot lawfully start without it.
SERVICE OVERVIEW
Warrington has a large concentration of industrial estates, warehousing and older office stock. Areas like Gemini Business Park, Birchwood and the town centre's older commercial units all include buildings that were constructed before asbestos was banned in the UK in 1999.
Many of these buildings have changed hands several times. Asbestos records from original construction are often incomplete, mislabelled or simply no longer exist. Tenants move in, maintenance teams carry out works, and nobody knows what is hiding inside a ceiling void or a partition wall.
This is where the risk becomes real. A maintenance engineer cutting into a duct or a contractor lifting floor tiles in a Warrington warehouse may have no idea what they are disturbing. That is not a minor oversight. It is a health risk and a legal liability.
Our management surveys give building owners a complete picture. You know exactly what is there, where it is, what condition it is in, and what needs to happen next.

WHAT IS IT
Asbestos management is not about removing every material that contains asbestos. Most asbestos that is in good condition and left undisturbed does not pose an immediate threat. The legal obligation is to know what is there and to control it.
A management survey identifies all asbestos-containing materials in the parts of a building that are in normal use. It records their location, condition and risk level. That information goes into an asbestos register, which becomes a live document that must be kept up to date and shared with anyone carrying out work on the building.
Reinspection surveys then check the condition of known materials on a regular basis. If conditions change, the register is updated and the management plan is revised accordingly.
Under HSG264 and CAR 2012, this is not optional for duty holders. It is a legal requirement.

WHY INVEST
The financial argument for getting an asbestos survey done early is straightforward. A survey carried out before a refurbishment or fit-out costs a fraction of what it costs to stop a project mid-way, bring in a licensed contractor at short notice and manage an HSE investigation.
Warrington's commercial property market is active. Buildings are being repurposed, extended and upgraded regularly. Every one of those projects requires a current and valid asbestos survey before work begins. Landlords who do not have one in place are creating a direct obstacle to their own development pipeline.
Beyond the project risk, there is also the ongoing duty of care. If you manage a building and a worker is exposed to asbestos because there was no management plan in place, the legal consequences are serious. The HSE has prosecuted duty holders in exactly these circumstances.
HSQE Consultancy is UKAS-accredited under ISO/IEC 17020. That accreditation matters. It means our surveys are produced to an independently verified standard and will stand up to scrutiny from the HSE, insurers and legal advisors. For landlords managing multiple properties across Warrington, we can build a structured survey programme that covers your portfolio without gaps.ps your entire portfolio compliant without gaps.

Further Guidance on Asbestos Management
Professional asbestos management is about far more than regulatory box-ticking. When done well, it significantly enhances building safety, informs better decision-making and gives organisations confidence that their duty of care is being properly discharged. From locating hazardous materials to meeting statutory obligations under UK law, a robust management framework empowers organisations to protect the people who use their buildings and create safer, more resilient environments for the long term.

Frequently Asked Questions about Asbestos Management
Any non-domestic building constructed before 2000 is likely to require a Management Survey as a legal baseline under CAR 2012.
It is a non-intrusive inspection that identifies and records asbestos-containing materials in the areas of a building that are normally occupied or accessed.
It is a fully intrusive survey required by law before any demolition or significant structural work begins on a building.
Minor reactive maintenance may proceed with caution, but any work that disturbs the fabric of a building should not begin without knowing the asbestos status of the area being worked on.
Most surveys for a standard commercial unit are completed within a single day, though larger or more complex buildings will take longer.
The materials are recorded in an asbestos register, risk-scored, and a management plan is produced to control them safely going forward.
No, materials in good condition and in low-disturbance areas are often managed in place rather than removed, as removal itself carries risk if not carried out correctly.
The duty holder is typically the person with the greatest level of control over the building, which may be the landlord, the tenant or a managing agent depending on the lease terms.
It is a formal record of all identified asbestos-containing materials in a building, and it must be made available to any contractor or maintenance worker before they carry out work on the premises.
Reinspection intervals depend on the condition and risk level of identified materials, but annually is a standard recommendation for most managed buildings.
An older survey may still be valid if no significant changes have occurred, but it should be reviewed and potentially updated to ensure it reflects the current condition of materials.
Industrial units, warehouses, older office buildings and any commercial property built between the 1950s and late 1990s carry the highest likelihood.
The HSE can issue improvement notices, prohibition notices or pursue prosecution, and duty holders can face significant fines or criminal liability.
Yes, the HSE has the authority to halt work where no appropriate survey has been carried out and asbestos risk has not been assessed before construction or refurbishment begins.
