What Our Asbestos Surveys Involve
Every survey we carry out in Birmingham follows a structured process built around your building type and its current use.
We begin with a thorough walkthrough of the premises, identifying areas where asbestos-containing materials are likely to be present. Where access allows, we take material samples and send them for laboratory analysis. Once results are confirmed, we assess the condition and risk level of each material found.
From there, we produce a full written report. This includes an asbestos register, a condition rating for every material identified and clear guidance on what needs to happen next. Where a management plan is required, we produce that too.
We work around your operations wherever possible. Surveys are planned to reduce disruption and our team keeps you informed throughout.
There are three types of survey we carry out:
- Asbestos Management Survey: required for all non-domestic buildings built before 2000, carried out as a non-intrusive inspection with limited sampling to identify materials that could be disturbed during day-to-day use
- Refurbishment and Demolition Survey: mandatory before any refurbishment or demolition begins, fully intrusive and designed to locate all asbestos-containing materials in the area affected by the works
- Reinspection Survey: an ongoing monitoring requirement for premises with known asbestos in place, used to confirm previously identified materials remain in a safe and stable condition
Asbestos Management Services in Birmingham
Birmingham's commercial and industrial property stock includes a significant number of older buildings. Factories, warehouses, office blocks, schools and public buildings constructed during the mid to late twentieth century are among the most common locations where asbestos-containing materials are found today.
In many cases, those materials were left deliberately in place during earlier legislation because they were considered low risk while undisturbed. The issue is that buildings age, fabric deteriorates and maintenance work or refurbishment can disturb materials that were previously considered stable.
HSQE Consultancy supports Birmingham organisations with the full range of asbestos management services they need to operate safely and meet their legal obligations. Our team brings together technical expertise, regulatory knowledge and hands-on field experience to deliver surveys and management plans that are thorough, reliable and straightforward to act on.
We work with facilities managers, building owners, principal contractors and public sector organisations across Birmingham and the wider area.

What Is Asbestos Management
Asbestos management is the process of identifying, assessing and controlling asbestos-containing materials in buildings to reduce the risk of fibre release and protect the health of anyone who uses or works in those buildings.
For much of the twentieth century, asbestos was widely used in construction across Birmingham and the rest of the UK. It was valued for its ability to resist fire, provide insulation and withstand heavy use. When legislation began restricting its use in the late 1970s and 1980s, a large volume of material was left in place rather than removed, on the basis that it was safer to leave it undisturbed.
Today, the Control of Asbestos Regulations 2012 places a legal duty on anyone responsible for a non-domestic building built before 2000 to ensure that asbestos risks are properly identified and managed. This duty applies to building owners, employers and managing agents. Failing to meet it is a criminal offence.
Effective management does not always mean removal. In many cases, materials in good condition can be safely managed in place. The key is knowing what is there, understanding its condition and having a clear plan to monitor and control it over time.

Why Asbestos Management Matters for Birmingham Buildings
Birmingham is home to a large number of older commercial and industrial properties. Many of these sites have never been formally assessed for asbestos, and some have undergone partial refurbishment that may have disturbed materials without proper controls in place.
The health risks linked to asbestos exposure are serious. When fibres become airborne and are inhaled over time, the consequences can include asbestosis, lung cancer and mesothelioma. These conditions can take decades to develop, which is why the risk is often underestimated until it is too late.
From a legal perspective, the obligation is clear. Duty holders who fail to carry out a survey, maintain a register or produce a management plan face enforcement action from the HSE, potential prosecution and significant financial penalties.
Beyond the legal risk, there is a practical one. If asbestos-containing materials are identified mid-project rather than in advance, work can be forced to stop at significant cost. A survey carried out before works begin avoids that disruption entirely.
HSQE Consultancy helps Birmingham organisations get ahead of all of this. We identify the risks, document the findings and give you a clear path forward that keeps your people safe and your operations running.

Further Guidance on Asbestos Management
Professional asbestos management is about far more than regulatory box-ticking. When done well, it significantly enhances building safety, informs better decision-making and gives organisations confidence that their duty of care is being properly discharged. From locating hazardous materials to meeting statutory obligations under UK law, a robust management framework empowers organisations to protect the people who use their buildings and create safer, more resilient environments for the long term.

Frequently Asked Questions about Asbestos Management
The most reliable way to find out is to commission a professional asbestos management survey carried out by a UKAS-accredited inspection body.
Any non-domestic building constructed before 2000 should be treated as potentially containing asbestos until a formal survey confirms otherwise.
The Control of Asbestos Regulations 2012 requires duty holders to identify, assess and manage asbestos in all non-domestic premises built before 2000.
A management survey is a non-intrusive inspection for occupied premises, whilst a refurbishment and demolition survey is a fully intrusive assessment required before any structural works begin.
No, materials that are in good condition and unlikely to be disturbed can often be safely managed in place with a monitoring programme.
Survey duration depends on the size and complexity of the building, but most standard management surveys are completed within a single working day.
You will receive a full written report including an asbestos register, condition ratings for each material and clear guidance on what action, if any, is required.
Responsibility falls on the duty holder, which is typically the building owner, employer or managing agent depending on the nature of the tenancy arrangement.
Management plans should be reviewed regularly and updated whenever there is a change in building use, condition of materials or planned works.
Yes, in most cases work can continue provided the asbestos-containing materials are in stable condition and appropriate controls are in place.
Yes, a refurbishment and demolition survey must be completed before any refurbishment work begins in a pre-2000 building.
Surveyors should hold P402 certification as a minimum, and the inspection body they work for should hold UKAS accreditation to ISO/IEC 17020.
Yes, surveys can be planned to minimise disruption and can be scheduled outside of normal working hours where required.
Failure to comply can result in HSE enforcement action, prosecution and significant financial penalties, as well as serious risk to occupant health.
